OFFL '99
Welcome to the second season of the O.F.F.L. (Otto's Fantasy Football league). I want this league to be as fun as possible for everyone so any suggestions you might have is certainly encouraged. Once the first kickoff of our season begins the rules will not be changed. Please look over the rules carefully so anything that may be a problem can be reviewed carefully and possibly revised before the season begins.
This is a league with head-to-head competition. That is, point totals accumulated by an OFFL team are matched against another team. The team with the highest point total after all NFL games are played Sunday night is considered the winner.

Owning a team |
The franchise fee for an OFFL team is $20. There are no other fees attributed to this league. Trades and free agent pick-ups through the waiver wire do not cost anything.
Rosters |
Every roster must have a maximum of 16 players. As there are 8 spots for each week's line-up, this allows for two players for every position. This is so you can prepare, in advance, for a player's Bye Week.
Note: You do not have to have two players for each
position. In fact, after the initial draft, you do not have to have 16 players.
As long as you have enough to fill out a line-up card every week, that will
suffice.
Line-ups |
Line-ups must be submitted to both the Commissioner and your opponent one hour prior to the start of that week?s games. If you do not submit a line-up by that time, the line-up that you used the previous week will be used. The same line-up can be used for the whole season if you want, but that is not advisable since every player has one Bye Week that should be accounted for. Keep a close watch on which weeks start on Thursday.

Those that were in the league last year should take note that this is a little different from last year. The scoring for the Defensive Units and Special Teams Units will be explained in the Scoring section.
If you are not going to be available or will not have access to a computer the weekend of the game, please submit your line-up before you leave.

Official final scores will be announced by Thursday of that next week, if not, sooner.
Draft |
The order of the draft will be done by a random generation of numbers for each team (we'll pick names out of a hat). The picks for the drafting of players will be held in a "snake" method. That is, the First Round will go from the team with the lowest number to the team with the highest number. The Second Round will start with the team with highest number and go to the lowest. This will continue until the Sixteenth Round is completed and then the draft is finished. Any players left over will go to the Waiver Wire.
Waiver Wire |
The Waiver Wire is the place where undrafted or unselected players (or units) are made available to any team that made need them. An OFFL team may select a player from this Waiver Wire at any time between the end of the Monday night game and 24 hours before the start of the next week?s game. This is to ensure that the opponent of that next game and Commissioner's "Office" can make the appropriate roster changes.
Once again, no OFFL team may have more than 16 players on it. An OFFL owner must drop the appropriate number of players to accommodate the new players.
Since we have no fee for waiver wire pick ups and we have a relatively small league that may leave an abundance of talent left in the Waiver Wire pool, there will be a limit of eight (8) pick ups you can make throughout the year. This does not count for injured players. If you need to replace a player on your roster that is injured it will not count against your limit.
Priority for Waiver Wire-drafted players in the Second Week of the OFFL season will go to the team that had the last pick in the initial draft. After that, the first pick will go to the team with the worst record. If there are teams with identical records, point totals will be the tiebreaker. If there is still a tie after that the Commissioner will determine who gets the pick. This will usually be done with a deck of cards, roll of the dice, "eeny-meeny-miney-moe", or some other game of chance.
There will be a daily waiver wire draft beginning on Tuesday mornings at 9
am to 9 pm and ending on Sunday at 12 Noon.
Submissions for waiver wire pick-ups can be made prior to 9 am, but the
final decision will not be made until 9 pm on the day the request was made. The Commissioner will send out e-mail to the
entire league as to the waiver wire drop/add that was made.
For example, let's say that Team X, with a record of 1-2 and Team Y, with a
record of 2-1, both put in a waiver claim for Richard Huntley on Tuesday
morning. Team X would get the player
because of the poorer record. But,
if Team Y put their request in on Tuesday and Team X didn't make their request
until the following day, then Team Y would get the player. Any questions about this policy, please do
not hesitate to call.
Submission of requests for Waiver Wire pick-ups can be made over the phone or through e-mail to the Commissioner's Office. The Commissioner will make the determination based on the above criteria who gets which player.
